  • Whale watching tour with Octavio

    This is an e-mail we received from Walter - he had gone on the whale watching tour last weekend 13/14th of February 2010:

     "The whale-watching trip to Magdalena Bay on Sunday and Monday was a very nice experience, even though we saw most of the whales on Sunday. The weather on Monday morning was cold, cloudy and windy.
     
    Octavio Aviles Cota, the tour operator, made the trip an enjoyable experience. He picked us up at our house on time and provided us with a delicious breakfast prepared by his wife, along with fresh orange juice. He had beer, water and soda in a cooler for the five-hour drive to  Puerto Adolfo López Mateos. He stopped often for us to use the banos.
     
    We stayed at the Hotel Familiar as part of the tour. The rooms were spartan but clean. Take your own mirror and be sure to tell them to turn the hot water tank on! The outside of the building was not so clean. The food served in the hotel dining room for dinner and breakfest was very good though.
     
    On the way back we stopped in La Paz at Rancho Viejo for an outstanding lunch. We mentioned that Lilia's bakery was near by and he took us there to purchase some pastries. We stopped in San Bartolo on the way home to sample fresh-make cheese with guava jam. Once again; very good!
     
    Overall, I would recomend this trip with Octavio. He made the trip fun and enjoyable."

     

  • The gentle giants are back

    The most delightful phenomenon of nature is happening again – the migration of hundreds of whales from the waters of the arctic to the warm, calm waters surrounding the Baja Peninsula. From January - March, there is no better place to view such a spectacular event than Baja California Sur.

    Baja is well known as a great place to whale watch. The Peninsula is home to several different types of whales, including the California Gray whale and the Finback whale. While the California Grays are just visiting for short periods of time along the west coast, the Finbacks are full-time residents in the Sea of Cortez. Both breeds are a spectacle to behold and a true natural treasure.

    The whale that seems to get everyone most excited in Baja is the California Gray whale.  After being hunted to near extinction at the turn of the century for their blubber and oil, these gentle giants have grown in population to about 23,000 today. Debate about removing the California Gray from the "Endangered Species" designation and an increased level of awareness of the plight of these mammals is proof that mankind can indeed turn around an almost tragic situation.

    Gray whales, massive barnacle-encrusted mammals about the same weight and length as a large school bus, swim nearly 12,000 miles each year, spending summers feeding in the rich waters near Alaska and winters raising calves in four lagoons on Baja California's Pacific coast. The whale known as Eschrichtius robustus fuels both the local whale-watching industry as well as small ecotourism camps in coastal Baja.

    But the gray whales are changing, and scientists studying them in Laguna San Ignacio say they believe climate change is responsible for causing a subtle shift at the base of the Arctic food chain that has magnified as it has rippled upward, forcing the whales to switch their feeding and migration patterns.

    Here along the lagoon's shores, the shift highlights nature's delicate balancing act and the potential threat the warming climate poses thousands of miles away from the Arctic, where some of climate change's most profound effects are being felt.

    "It’s all connected," says Sergio Gonzalez, a graduate student from the Autonomous University of Baja California Sur studying the lagoon's whale population. "If you affect something up there, you affect it down here. We are watching a lot of skinny whales here."

    While the connection to climate change hasn't been definitively proven and researchers don't fear for the whale's survival, its migration habits are changing, and the effects are being felt around the lagoon's shores"

    The three main lagoons these whales return to every year are (from north to south) Laguna Ojo de Liebre about half way down the Peninsula, Laguna San Ignacio about 100 miles further south, and Bahia Magdalena, which stretches about 100 miles from the northern end to the southern end below Laguna San Ignacio.   • Foreigners have tax obligations in Mexico too!

    FOREIGNERS HAVE TAX OBLIGATIONS IN MEXICO TOO!
                Mexican newspapers are full of headlines about the growing problem of foreigners who are renting their homes or condominiums and failing to pay Mexican taxes.  Not only is this a violation of the terms of most bank trusts (fideicomisos), but also it is a violation of Mexican tax law and penalties can be very severe.
                FOREIGNERS ARE OBLIGATED TO PAY TAXES ON INCOME GENERATED IN MEXICO.  Mexico’s tax law is patterned after those of the United States and Canada and states that:
    “Physical persons (individuals) and legal persons (companies) who are residents of Mexico and who receive income in this country,  are obligated to declare their income and pay their taxes, regardless of the source”;
    “Individuals and companies who are residents in a foreign country (outside Mexico) with rental properties in Mexico must declare their rental income and pay their taxes on all income generated in Mexico.”
                If you own a property in Mexico and rent it often or only occasionally,  ENJOY your rental income and SLEEP EASILY KNOWING YOU HAVE COMPLIED WITH TAX LAWS!  Tax treaties between Mexico, the United States and Canada now make it virtually impossible to hide income generated in one country from tax authorities of ANY of the countries!
                Hacienda,(SAT), Mexico’s equivalent of the USA’s IRS, and Revenue Canada (CRA) are reviewing websites and internet offerings daily.   Once penalties are assessed for non-compliance, it is not possible to back track and start over with a clean slate.   Better to get legal before the tax authorities find you!

  • 2009 East Pacific Hurricane Season Starts

    On May 15th is the start of the 2009 East Pacific hurricane season, about 2 weeks earlier than the Atlantic Basin hurricane season begins (June 1). Both end November 30th. These dates have been set to encapsulate well over 90% of tropical cyclones that form in each basin. On rare occasions we find development before each season "officially" begins and/or after the season "officially" ends. The last time we had an early start to the East Pacific hurricane season was in 1996 when a tropical depression formed on May 13th, two days before the official start dated; the following day it became the first tropical storm that year, and to this day remains nameless, the second tropical storm to form that year was named "Alma."

    It turns out that on-average the East Pacific is more active than the Atlantic Basin, and this is the case in most but not all years (2005 being the clearest recent example). Since the satellite era began in 1965 tropical cyclone annual averages are 16 tropical storms, 8 of those becoming hurricanes. Of particular interest is the fact that prior to being able to see tropical cyclones in this area of the world with weather satellites, many tropical cyclones were missed as this is not a typical high ship traffic area, hence weather reports from them have been historically sparse.


    A large majority of tropical cyclone tracks are toward west of west-northwest and out to sea away from land. However each year is unique, some years have many more tracks that turn north and/or northeast toward land than other years. These track differences are related to changes in steering from one year to the next. El Nino years are more likely to see landfalls in Mexico and remnant tropical cyclones affecting California and the southwest U.S. Locations for formation of tropical cyclones in the East Pacific are the narrowest in the world, with a local maximum located near 15N latitude, 110W longitude.

    So what is the forecast for this 2009 season? The NOAA provides the following predictions:

    1. Expected 2009 Activity

    This Outlook is a general guide to the expected overall activity for the 2009 eastern Pacific hurricane season. It is not a seasonal hurricane landfall forecast, and it does not imply levels of activity for any particular area.

    The climate factors expected to guide the 2009 hurricane season are

         I.        the continuation of conditions that have been suppressing activity since 1995, and 

       II.        either ENSO-neutral (no El Niño or La Niña) conditions or El Niño during the peak (July-September) of the season.

    Historically, seasons with climate patterns similar to those expected this year have produced a wide range of activity. This outlook considers the historical distribution of activity for these climate factors, uncertainties in whether El Niño will develop, and the possibility of other unpredictable factors also influencing the season. Based on these factors, we estimate an 80% chance of a near-normal to below-normal hurricane season (40% chance of each), and a 20% chance of an above-normal season.

    An important measure of total seasonal activity is NOAA’s Accumulated Cyclone Energy (ACE) index, which accounts for the collective strength and duration of tropical storms and hurricanes during the season. The ACE index is also used to define the season type. A value of 92%-138% of the median (Median value is 109) defines a near-normal season.

    Based on the above factors, we estimate a 70% chance that the 2009 seasonal ACE range will be 70%-130% of the median. This range can be satisfied even if the numbers of named storms, hurricanes, or major hurricanes fall outside their likely ranges.

    The likely (70% chance) ranges of activity for 2009 are: 13-18 named storms, 6-10 hurricanes, and 2-5 major hurricanes.

    2. The ongoing low-activity hurricane era in the eastern Pacific

    The eastern Pacific has seen generally suppressed hurricane activity since 1995. During 1995-2008, 64% of seasons were below normal, 29% were near normal, only one was above normal. These seasons averaged about 14 named storms, 7 hurricanes, and 3 major hurricanes, with an ACE value of 80% of the median. This value falls within NOAA’s definition for a below-normal season. During this low-activity era, only the strong El Niño of 1997 produced an above-normal season. This ongoing low-activity era is the main reason we expect the 2009 hurricane season to be near- or below- normal.

    These conditions contrast with the previous high-activity era (1982-1994) in the eastern Pacific, in which 62% of hurricane seasons were above normal, 31% were near normal, and only one was below normal. These seasons averaged 18.2 named storms, 10.8 hurricanes, and 5.6 major hurricanes, with an ACE value of 157% of the median. This value falls within NOAA’s definition for an above-normal season. During this period, 5 of 8 El Niño episodes led to an above-normal season, and only 1988 was categorized as below-normal, due to a strong La Niña.

    3. ENSO

    The El Niño/ Southern Oscillation (ENSO) is an important climate predictor for eastern Pacific hurricane activity. El Niño generally produces conditions that are more conducive to hurricane activity, while La Niña suppresses the activity. However, these typical impacts can be strongly modulated by conditions associated with a low- or high-activity era.

    La Niña dissipated during April 2009, and current sea-surface temperature anomalies in the east-central equatorial Pacific are near average. NOAA defines these conditions as ENSO-neutral.

    There is considerable spread and uncertainty in the climate models regarding the evolution of ENSO during the next several months, and most of the models have historically shown little-to-no skill at this time of the year. The most recent dynamical model forecasts suggest El Niño will develop during the summer, although there is considerable disagreement as to its strength. In contrast, all of the recent statistical model forecasts suggest ENSO-neutral conditions will prevail.

    The seasonal hurricane outlook reflects the possibility of El Niño developing and becoming strong enough to impact the season. However, because of the ongoing low-activity era, the historical data suggests these impacts would most likely raise the activity into the near-normal range. However, some dynamical model simulations predict significant El Niño-related circulation anomalies to develop this summer, would leaves open the possibility (20% chance) of an above-normal season. A below-normal season is more likely if ENSO-neutral conditions persist, and a near-normal season is more likely if El Niño develops.

    So before you head on that vacation to Baja, Mexico or Central America, check with The Weather Channel for any tropical cyclone threats that might affect you vacation destination. Oh and those of you in Southern California, you might win a party bet with that 1939 Long Beach landfall, just remember you are routinely vulnerable at the beach in high surf that can come from distant or not so distant East Pacific hurricanes.

  • Should the swine flu keep you from traveling to Mexico this year?

    We are a vacation rental and property management company in Baja California Sur and recently I had been receiving more and more e-mails and calls from clients, who are worried about traveling to Mexico, because of the swine-flu outbreak.

    After investigating the information that is available about this supposed pandemic, I can honestly say, that really there is not much to worry about. Let us first have a look at the statistics:

    As of May 5th, 2009 according to the official Health Organization of Mexico, the Secretaría de Salud there have been 1112 confirmed cases of H1N1 infections in all of Mexico since the first case was reported in the beginning of April this year. 42 of these confirmed cases actually died as a result of their infection (32 of those deaths happened in Mexico city, 6 in the State of Mexico). In Baja California Norte there had been around 18 confirmed H1N1 infections, none in Baja California Sur. The US counted 286 cases with H1N1 virus up to the 30th of April and Canada 101.

    Mexican authorities state, that they have sufficient stocks of antiviral injections to control any future outbreaks (1,810,000 shots are stored at health centers all over the country of which 2931 are in baja California Sur).

    Most cases were reported between the 25th and the 29th of April, since then there has been a significant drop in newly reported cases from around 200 on the 28th of April to 10 on the 2nd of May. Considering the incubation period of this influence (usually 24 hours to 3 days) it is expected that the downward tendency of new infections will continue, which means the virus is controlled and there is no more exponential growth. 

    All this is already a calming notice, however looking at the statistics the numbers struck me as rather insignificant….should 1112 swine flu cases in a country with a population of nearly 110.000.000 really worry me to the point, where I prefer to lock myself into my house and avoid public places?

    1112 represents around 0,0000001 % of the total population in Mexico and 0,00006% of the total population of the Districto Federal with around 20.000.000 people. So really, what are the chances of getting in contact with an infected person (who, by the way will probably be staying at home or at the hospital, which is what sick people do). By the way, last year 36,000 people died of the regular flu here In Mexico and that didn’t get any attention from anyone…why? Because it’s a small number of people in a country as big as this. Now you will say…”but the World Health Organisation marked this outbreak as a level 5 pandemic”….let’s check what that means:

    The WHO's phase 5 alert level is characterized by human-to-human spread of the virus into at least 2 countries in a single WHO region. The final phase, phase 6, indicates that a global pandemic is under way and is characterized by community-level outbreaks in at least 1 other country in a different WHO region in addition to the criteria defined in phase 5”

    So, if we have 10 people in Mexico infected with on type of virus and one of them goes to the USA and infects another 2 people there, we have a pandemic level 5. What I mean to say is, that pandemic does not mean there have to be huge numbers cases…it just means the virus spread to another country too.

    Currently the virus has been detected in all the European countries, in small numbers (54 cases in Spain, 18 in the UK, 8 in Germany….), a couple of cases in Israel,  a couple in Asia…and of course quite a few in the US and Canada…in other words…if you really want to avoid being in contact with a H1N1 infected person…no matter how slim the chance is in any case, you will really have to lock yourself into your house and let nobody in.

    Otherwise…just forget about it and travel where-ever you want, the possibility of being infected will not be bigger whether you are in Toronto, New York or Guadalajara.
